Santa Rosalia remains open. The marina staff is masked, and masks and social distancing is encouraged but not strictly enforced on the docks and grounds. Hardware and auto parts stores are open, but most require you to order outside. Grocery stores are open and don’t appear to be enforcing 1 person per family, but no one under 13 is allowed.

While the town and beach are open and the marinas are operating normally, there is a mandatory health check for all arriving boats. Upon arrival, contact the port captain on VHF 16. Even if your plan is to haul at Cabrales, you will first be required to dock nearby and remain on board until you've been visited by the port captain and the Red Cross. The port captain will arrange the Red Cross visit, and they will perform temperature and pulse ox checks on the entire crew. Entry paperwork is also done at this time. This process must be completed before proceeding to the shipyard to haul. It can be hard to get in touch with marinas before arrival, but the harbor is small and space will be found somewhere when you get there.

Most Loreto beaches are now open. Hours and capacity may be limited as necessary to maintain safety. Masks must be worn in common areas such as squares, boardwalks, breakwaters, restaurants, bathrooms, and shops. Masks are not required in the water. Activities that allows people to maintain 6 feet of distance are allowed, group games like volleyball or soccer are not. Families can gather in groups of six, and there should be six feet of distance between groups. Campfires, cookouts, picnics, and other large group gatherings remain prohibited.

There are conflicting reports about how welcome cruisers are at Isla Coronados. Last week park rangers informed at least two boats that cruisers are no longer welcome at Isla Coronados anchorages, mostly due to the return of tour boats and charters leading to crowding and disregard for beach closures. This week, SV Migration spent several days anchored there accompanied by a few other boats and had no problems. Cruisers are advised to be ready to move on when asked.

Loreto's port captain now welcomes cruisers, who must use the dinghy dock with the shaded cover to drop off shore-going crew. API staff will be there to perform temperature checks. Be aware that at least one API official has demanded a fee to use the dinghy dock or to throw away garbage, but neither fee appears on the list of official API tariffs (linked below). Cruisers who have paid these fees have been issued official looking receipts, but there is some speculation that this is a scam. Please send a report if you have more information about this.

The Director General of Harbormaster Offices issued two directives today. Directive #12 effectively stopped recreational and tourist boating, including foreign boats for private use. Directive #13 explicitly removed the section referring to foreign boats for private use. The understanding is that transiting port to port is allowed, but recreational boating is not. Expect this to be interpreted differently from port to port.
